Málaga's low-emission zone stopped fining on 13 October 2026, after the Andalusian high court struck down its access rules. A foreign car has nothing to register today. What costs money now is the kerb: €1 an hour, 150 minutes at most.
My plan: drive straight into one of the city's own SMASSA car parks, Alcazaba or Camas for the old town, at €2.10 an hour on weekdays, and walk. The park and ride the city keeps planning isn't open yet.
Parking in Málaga: Málaga's €1 kerb and €2.10 underground
1. Drive in: the ZBE has stopped fining
In June 2026 the TSJA annulled the access rules of Málaga's 404-hectare low-emission zone (ZBE), because they spared cars registered in the city. Fines were €200. The council switched the cameras off on 13 October and said on 19 October it won't appeal. It's drafting a new bylaw with no date, so I'd check again before a 2027 trip.
2. Pay €1 an hour, 150 minutes max
The SARE blue zone is €1 an hour, €0.50 minimum, €2.50 for the full 150 minutes, under the fee bylaw in force since 1 January 2026. High-rotation SARE 30 bays allow 30 minutes only. Telpark, the payment app, still shows the old €0.30 minimum and a €2 cap; the bylaw wins.
3. Read the hours off the pole
The bylaw doesn't list hours. Telpark gives Monday to Friday 09:00–14:00 and 16:00–20:00, Saturday 09:00–14:00, Sunday and holidays free. A 2024 guide prints 15:00–21:00 for the afternoon. The sign on the street wins.
4. Park underground at Alcazaba or Camas
SMASSA's centre car parks, Alcazaba, Camas, Tejón y Rodríguez, Cervantes, San Juan, Andalucía and Salitre, cost €2.10 an hour Monday to Friday and €2.35 at weekends. Plaza de la Marina is €2.35 every day. Those rates date from January 2022, and the city froze them for 2025 and again for 2026. Four weekday hours at Alcazaba: €8.40. SMASSA's own pages wouldn't open for me: heights and day caps unknown.
5. Collect the hire car on leaving day
Aena's long-stay car park has 837 covered spaces, a 3.50 m height limit and a free shuttle every 15 minutes from 07:00 to midnight. It prints no walk-up price, only a booking quote. I'd pick the car up on the day I leave Málaga, not the day I land.
The kerb is cheap but short. I'd rather pay €2.10 underground than circle for a €1 space.

Towed in Málaga: Málaga's grúa: about €115 for one night
1. Cancel an overstay for €5
Overstay a blue-zone ticket and the bylaw lets you settle it for €5 within three days. Parked with no ticket at all, it's €9. Both cost less than any fine, so I'd pay it the same day.
2. Budget about €100 for the tow
SMASSA, the city's parking company, runs the grúa. Its 2025 proposal is €82.64 plus VAT to tow a car and €12.39 plus VAT for each day in the pound. With Spain's 21% VAT that's about €100 and €15. In November 2025 the city said the change was still going through, and I found no adoption date. Treat it as the likely price, not the official one.
3. Run back before it leaves
The same proposal sets €61.98 plus VAT, about €75, if the car is unhooked before the truck drives off. It saves only €25.
4. Ring the city for the pound
No city or SMASSA page I could open gives the pound's address or hours. Ring the council line, 951 926 010, with your plate. If you think the car was stolen, ring 112.
One night in the pound is about €115 before the fine. Eight weekday hours at Alcazaba are €16.80, so the grúa costs nearly seven days' parking.
If your car has disappeared
- Who took it
- SMASSA, the city's parking company, runs the grúa and the municipal pound. In March 2025 it started raising its tow tariff; the city said in November 2025 the change was still going through
- Phone
- Málaga city council information line: 951 926 010
Emergency number, if you think the car was stolen: 112 - Collect it at
- The pound address is not published on any city or SMASSA page I could open. Ring the council line and give your plate.
- Hours
- Not published.
- What it costs
- Proposed in 2025, adoption unpublished: tow €82.64 + VAT (about €100), €12.39 + VAT a day (about €15), €61.98 + VAT (about €75) if unhooked before it leaves. One night: about €115, plus the fine.
- Bring
- The city lists nothing for visitors. I would bring my driving licence, passport, the car's registration document or hire contract, and a card.
EV charging in Málaga: Málaga plugs sit in the city car parks
1. Charge in a SMASSA car park
A 2019 list put 22 kW Type 2 posts in the Camas, Cervantes, Cruz de Humilladero, La Marina, El Palo, Salitre and San Juan car parks, with older units at Alcazaba, Andalucía and Carlos Haya. No charging price was published then, and I found none now.
2. Pay the blue zone like everyone
Older guides say electric cars park free in the blue zone. From 2026 the city says EV owners pay the general rate: €1 an hour.
3. Find the street posts
The city's public network had 34 posts in 2021, run by Iberdrola: 65 sockets at 22 kW and four 50 kW fast points across 11 districts, among them Paseo de la Farola. Prices are unpublished.
I'd plug in at Camas and read the price on the screen.
Where to charge
- SMASSA municipal car parks — Camas, Cervantes, Cruz de Humilladero, La Marina, El Palo, Salitre and San Juan (22 kW Type 2), plus Alcazaba, Andalucía and Carlos Haya (older units), per a 2019 list. No charging price published; read the screen before you plug in
- City street chargers (Iberdrola) — 34 posts across 11 districts, among them Plaza de John Kennedy and Paseo de la Farola. 65 sockets at 22 kW and four 50 kW fast points (2021 figures); price not published
Free parking in Málaga: No park and ride in Málaga yet, but free Sundays
1. Park free on Sundays and holidays
Telpark lists the blue zone as free on Sunday, on holidays and on Saturday afternoon. During the 2026 Feria the city also switched SARE off on 15 and 19 August, both holidays.
2. Don't wait for a park and ride
A 467-space disuasorio by the Martín Carpena arena, linked to metro and buses, is still a study with no date. A 135-space SMASSA car park at Baños del Carmen, on EMT bus lines, was announced in June 2026. Neither is open.
3. Do the El Palo sum first
SMASSA's El Palo car park is €1.50 an hour. Eight hours cost €12, plus two €1.40 bus tickets: €14.80. Eight weekday hours at Alcazaba cost €16.80. You save €2.
4. Ignore the gorrillas
Free streets such as Paseo de Martiricos fill early. Unofficial attendants wave you in and ask for a tip; a parking guide notes you aren't obliged to pay.
5. Expect to pay at the hotel
I found no Málaga hotel whose own site says parking is free. Staybridge Suites lists €22 a night, more than eight weekday hours at Alcazaba.
Málaga's free parking is a calendar trick. I'd arrive on a Sunday.
Free or nearly-free spots
Sundays, holidays and Saturday afternoons on the kerb
Telpark lists the blue zone as Mon–Fri 09:00–14:00 and 16:00–20:00, Saturday morning only, free on Sunday and holidays. During the 2026 Feria the city switched SARE off on 15 and 19 August.
No park and ride open yet
A 467-space disuasorio by the Martín Carpena arena, linked to metro and buses, is at study stage with no date. A 135-space SMASSA car park at Baños del Carmen, on EMT bus lines, was announced in June 2026; neither is open.
El Palo at €1.50 an hour
The cheapest SMASSA rate. Eight hours: €12, plus two €1.40 bus tickets, €14.80. Eight weekday hours at Alcazaba: €16.80. You save €2.
Hotels and their parking
- Staybridge Suites Malaga (charges for parking) — Paseo de los Martiricos 36, 29009 Málaga Map. Not free: its own page lists on-site parking on floor -1 at €22 a night. I found no Málaga hotel whose own site says parking is free.
⚠ The small print on 'free' parking
- The ZBE (zona de bajas emisiones, 404 hectares of the centre) is still on the map, but its access and fine rules were annulled by the TSJA in June 2026 and the city stopped fining on 13 October. A new bylaw is being drafted with no date; check before you travel.
- Older guides say electric cars park free in the blue zone. Since 2026 the city says EV owners pay the general rate.
- Telpark still shows the old €0.30 minimum and a €2.00 cap; the 2026 bylaw sets €0.50 and €2.50. The bylaw wins.
- Unofficial attendants (gorrillas) wave you into free spaces and ask for a tip. A parking guide notes you are not obliged to pay them.
- SMASSA's own tariff pages would not open for me on 2 November 2026. The car park prices here come from the 2022 press report plus the city's 2025 and 2026 freeze notices.
