Porto has no low-emission zone. No sticker, no Euro class, no registration for an old diesel. What stops a car here is a steel post rising out of the cobbles. Five historic areas are bollard zones (ZAAC): Cedofeita, Flores, Ribeira, Santa Catarina and, since 14 April 2026, Carmelitas, the street with Livraria Lello on it. A camera reads your plate and the bollard decides.
So the plan for a driver is simple: leave the car outside those five zones. A city car park costs €0.30 per 15 minutes, a 72-hour card is €50, and 30 of the metro's 32 car parks are free.
Granite, gradients and a bridge you cannot drive
Porto tilts. Streets drop from the Aliados to the river so steeply that a handbrake becomes a moral question. And the most famous crossing, the iron Dom Luís I bridge, has been closed to private cars on its lower deck since April 2023; you watch the buses and taxis go over while you look for another way into Gaia.
A €15.95 queue and the front row on the quay
Livraria Lello sells a ticket for €15.95, and the queue down Rua das Carmelitas is the bookshop's real façade. The ticket is a voucher you can set against a Lello Editions book, so it is not wasted, but the inside is a staircase and a crowd holding phones. If you go, I would book the first slot at 09:00.
My second skip is the front row of terraces on the Cais da Ribeira. You pay for the view of Gaia, not the food. Walk two streets uphill and the menus change language.
Bolhão on a weekday morning
The Mercado do Bolhão reopened after a long restoration and is a working market again: fish, vegetables, fruit and handicrafts, plus a regular fado series. Guides give Monday to Friday 08:00–20:00, Saturday 08:00–18:00, closed Sunday. Go before eleven, when the fish is still on ice and the stalls are full.
Do not follow the satnav into a bollard street
Your navigation app does not know about the bollards and will happily route you down Rua das Flores. A visitor gets two free 15-minute periods, then pays €7.50 per 15 minutes, and the same car cannot come back within 60 minutes. Registration happens at zaac.cm-porto.pt or in the app, which asks for a Portuguese tax number (NIF); whether a foreign plate without one can register, the city does not say. My rule: if your hotel is inside a zone, ask the hotel to handle access before you arrive, and unload within the fifteen minutes.
Parking in Porto: €1.20 an hour under the city, and a kerb nobody prices
The city car parks moved to STCP Serviços in April 2026 and all charge €0.30 per 15 minutes, so €1.20 an hour; no daily cap is published. Instead there are cards: €35 for 48 hours, €50 for 72. My pick is Silo Auto, 804 spaces and open 24 hours, or Trindade above the metro hub. Lose the ticket and you pay the daily maximum for every day.
The kerb runs in four zones, Monday to Friday 09:00–19:00, with Zone I also charging Saturday 11:00–16:00. Pay at the machine, with Telpark or with Via Verde. The maximum stay is on the sign, two to ten hours. What I could not find is a current official price: a 2018 NiT report gave €0.40–1.20 an hour and Telpark lists €0.60 blue and €1.20 red.
Across the river, Telpark's Luiz I car park charges €2.60 for the first hour and €22 a day, with a 1.90 m roof. The riverside Alfândega car park is due to disappear under a new policy expected at the end of 2026.

Towed in Porto: Fourth floor at Silo Auto, or Campo Alegre
Text REBOQUE and the plate to 3838. The reply tells you whether the car was towed and to which of two pounds. The central one is on the 4th floor of Silo Auto, phone 932 224 075, open 08:00–20:00. The other is opposite Rua do Campo Alegre 452, phone 932 225 198, open 08:00–18:00. The municipal police are at Rua Júlio Couto 13, 226 198 260.
Fees: the last table I could read dates from 1 March 2022: clamp €73, tow €92, storage €25 a day, plus the fine. A February 2025 table exists, but its page returns an error, so I would expect more. Collect within three working days, or the car goes to the abandoned-vehicles unit. Público counted 46 tows a day in 2024.

EV charging in Porto: Nineteen plugs at Aviz, and a city that publishes no tariff
Porto publishes no charging map and no price of its own. In 2019 the council handed its street fast-charging sites to private operators on the national MOBI.E network, with at least 43 kW and two cars per post. Each operator sets its own price. At chargers over 50 kW installed since April 2024 you can pay with a bank card.
The largest bank I could confirm is at Parque do Aviz, opened in November 2024: 19 chargers on level −1, parking capped at €18 a day. No kWh price is published, so read the screen before you plug in. Telpark lists charging at Luiz I in Gaia, without a count.
Where to charge
- MOBI.E, the national network — Public chargers across Porto and Gaia; the city publishes no map or tariff of its own. Porto's council licensed private operators for its on-street fast posts in 2019: at least 43 kW, two cars per post, working at least 07:00–23:00. Each operator sets its own price. - Parque do Aviz — 19 chargers — Parque do Aviz, level −1. The biggest bank of chargers I could confirm in the city, with an €18 day cap on the parking. No kWh price published, so read the screen first

Free parking in Porto: Thirty metro car parks and a quiet Sunday
Metro do Porto runs 32 car parks and 30 are free; only Botica and Dragão charge. Senhora da Hora is the one I would use, with lines into Trindade. Overnight rules are not published, so I use them by day.
On the street, the paid zones are free after 19:00 on weekdays, on Saturday outside Zone I, and all Sunday. The bollards do not take Sundays off.
On the Gaia side, the blue and orange zones charge weekdays 09:00–19:00, €1 an hour for up to four hours. Two Gaia hotels say on their own Accor pages that parking is free: ibis Porto Gaia and Novotel Porto Gaia, both in Afurada near the river mouth. The Dragão metro car park has two prices: a 2020 metro leaflet says €1.50 a day, while Telpark, which runs it, says €2 the first hour and €20 a day. I trust Telpark.
Free or nearly-free spots
30 free metro car parks
Metro do Porto runs 32 car parks and 30 of them cost nothing; only Botica and Dragão charge. Senhora da Hora, Pedro Hispano and Parque Real are examples. Park there and ride into Trindade.
Weekends and evenings on the Porto kerb
The four paid zones charge Monday to Friday 09:00–19:00. Zone I also charges on Saturday 11:00–16:00; everything else is free on Saturday and all zones on Sunday. The bollard zones are another matter and apply every day.
Gaia blue and orange zones: free after 19:00
Across the river, Telpark gives Gaia's blue and orange zones as Monday to Friday 09:00–19:00, €1 an hour, four hours maximum. The green zone charges around the clock, €1.20 an hour.

⚠ The small print on 'free' parking
- Porto has no low-emission zone. It has five bollard zones (ZAAC): Cedofeita, Flores, Ribeira, Santa Catarina and Carmelitas. Cameras read the plate and bollards decide who passes. A visitor registers one car at zaac.cm-porto.pt or in the app, which asks for a Portuguese tax number (NIF).
- Inside a bollard zone a visitor gets two free 15-minute periods, then pays €7.50 per 15 minutes, and the same car cannot re-enter within 60 minutes. Whether a foreign plate without a NIF can register is not published.
- Carmelitas joined on 14 April 2026 with six streets, including Rua das Carmelitas outside Livraria Lello. Its hours are not published; the city FAQ still lists only the original four zones.
- The lower deck of the Dom Luís I bridge has been closed to private cars since April 2023; only buses, taxis, bikes and pedestrians cross. The upper deck carries the metro and walkers.
- The Estádio do Dragão metro car park has two prices: a 2020 metro leaflet says €1.50 a day, Telpark says €2 the first hour and €20 a day with a 2.10 m roof. Telpark runs it, so I would trust Telpark.
- A new parking policy is due at the end of 2026: fewer street spaces, cheaper for residents, and the riverside Alfândega car park removed, according to Observador.
