Coimbra's university sits on a hill your car shouldn't climb. The Alta has little parking and steep, narrow lanes, and below it, cameras and bollards now guard the main Baixa streets.
I'd park at the market, where the first 30 minutes are free, and ride the lift 51 metres up to the Alta. Or leave the car at Parque Verde and pay €3 for parking and two shuttle rides.
Parking in Coimbra: Park by the market, let the lift climb
1. Don't drive up to the university
There's no restricted zone in the Alta yet, just very little room. A 2024 plan to clear the cars from Largo D. Dinis and make the rest paid was shelved in February 2025 as "not a priority". So the streets stay as they are: few spaces, and steep enough to make a hill start feel personal.
2. Keep out of the camera streets
Rua Ferreira Borges, Rua da Louça, Rua Adelino Veiga, Rua da Sota and a few others have plate-reading bollards for residents and deliveries. Since 10 September 2026, when the Metrobus started, Rua da Sofia and Avenida Sesnando Davides are buses, residents and authorised traders only. The council hasn't said how a visitor gets in, or what the fine is. If your hotel is down there, I'd ask it before you arrive.
3. Use the market car parks
The three Mercado D. Pedro V car parks open 07:00–21:00, Monday to Saturday. The first 30 minutes are free, and so is Saturday from 15:00 if you validate the ticket. After that the council's 2025 table charges €0.20 a fraction for two hours and €0.30 beyond, without saying how long a fraction is. Underground P1 shuts at 21:00 and on Sundays; getting a car out after hours is €21.
4. Ride the lift to the Alta
The Elevador do Mercado starts beside the car parks and climbs 51 metres to Rua Padre António Vieira, first straight up, then on a slope. It runs 07:30–21:00, from 10:00 on Sundays, and takes any SMTUC ticket; a ticket bought from a bus driver is €2.
5. Pay the kerb, even if nobody else does
Street zones (ZOE) charge Monday to Friday 08:00–19:00 and Saturday 10:00–14:00. SMTUC lists €0.20 per 15 minutes, €0.80 an hour, and its table stops at six hours, €4.80. Pay at the meter or with iParque, Via Verde or EasyPark. The council says about 80% of drivers don't pay, and in May 2026 it moved ahead with a tender for cameras and wardens. I wouldn't be the test case.

Towed in Coimbra: No tow text here, so start at Sá da Bandeira
1. Don't text 3838
The national tow SMS covers Lisbon, Porto and Oeiras. Coimbra isn't on the list, so the reply won't help you.
2. Go to the municipal police
The Polícia Municipal is at Avenida Sá da Bandeira 106, phone 239 854 410. The public desk is open daily 08:00–20:00 and patrols run until 02:00. Coimbra publishes no pound address and no towing page, so this desk is where I'd start.
3. Bring about €150
Coimbra's own fee table says towing charges are set by national law. The 2026 national table is €111 for the tow and €32 per 24 hours of storage, plus the fine. One night and you're at €143 before the ticket. A clamp alone is €87.
No text service, no published pound: here the cheap tow is the one that never happens.

EV charging in Coimbra: Nine chargers by the theatre, one at 150 kW
1. Charge at Rua Garcia da Orta
The MOBI.E hub on Rua Garcia da Orta, by the municipal theatre workshop, opened in January 2023. It has one 150 kW, three 50 kW and five 22 kW chargers, 14 cars at once, run by PRIO. No price is published, so read the screen before you plug in.
2. Don't count on tapping a card
MOBI.E says you can pay by bank card at chargers over 50 kW installed after 13 April 2024. The hub predates that, so I'd bring a MOBI.E card or an app. In January 2023 the city counted 59 MOBI.E points in total.
It's the only place where Coimbra publishes a charger count, which is why I'd go there first.

Free parking in Coimbra: Free across the river, while it lasts
1. Use the Convento São Francisco car park
The car park at the Convento São Francisco, across the river in Santa Clara, is free at the time of writing. Walk back over the Santa Clara bridge to the Baixa. In June 2026 the council sent a regulation to consultation that will end the free ride; no date or price yet.
2. Park on Sunday, or after 19:00
Kerb zones are free on weekday evenings after 19:00, on Saturday after 14:00, and all day Sunday and holidays. The market's P2 and P3 open free after 21:00 and on Sundays.
3. Ride in from Parque Verde for €3
The Ecovia park-and-ride runs from Parque Verde do Mondego and Casa do Sal. €3 buys the parking and two rides on small electric shuttles, weekdays 07:00–20:00, every 10–15 minutes. Four rides are €5.10. At weekends both car parks are free anyway.
4. Sleep at Hotel Oslo
The one hotel I found whose own site lists free parking is Hotel Oslo, on Avenida Fernão de Magalhães at the edge of the Baixa. It mentions a garage, not how many spaces.

Free or nearly-free spots
Convento São Francisco car park
Free at the time of writing, across the river in Santa Clara. Walk over the Santa Clara bridge to the Baixa. A new regulation will make it paid; no date yet.
Sundays, evenings and Saturday afternoons
Kerb zones are free on weekdays after 19:00, on Saturdays after 14:00 and all day Sunday and holidays. The market car parks P2 and P3 are free after 21:00 and on Sundays; Saturday from 15:00 is free with a validated ticket.
Weekend car parks
SMTUC lists Parque Verde do Mondego, Praça das Cortes, Casa do Sal and Coimbra-B as free at weekends; Coimbra-B and the western Casa do Sal also through August.
Hotels with free parking
- Hotel Oslo Coimbra — Avenida Fernão de Magalhães 25, 3000-175 Coimbra Map. Its own site lists "Parking Gratis" and a garage; number of spaces not given, no charging mentioned. On the edge of the Baixa
⚠ The small print on 'free' parking
- Coimbra has no low-emission zone. It has camera-and-bollard streets in the Baixa: Rua Ferreira Borges, Rua da Louça, Rua Adelino Veiga, Rua da Sota and others, for residents and deliveries. The council has not published how a visitor or hotel guest gets in, or the fine.
- Since 10 September 2026, when the Metrobus started, Rua da Sofia and Avenida Sesnando Davides are open only to public transport, residents and authorised traders. Police check by hand until plate cameras on Rua Pedro Olaio and Rua Doutor Dias Ferreira take over.
- The Alta around the university has no access-controlled zone yet. A 2024 plan to remove parking at Largo D. Dinis and pedestrianise Rua Larga was shelved in February 2025 as not a priority.
- A new municipal parking and access regulation went to public consultation on 9 July 2026. Zones, prices and the Convento São Francisco car park may all change once it is approved.
- The council says about 80% of drivers in paid street spaces don't pay. In May 2026 it moved ahead with a tender for camera monitoring and wardens, so that gap is due to close.
- The underground P1 at the market closes at 21:00 Monday to Saturday and stays shut on Sundays and holidays. Getting a car out after hours costs €21 in the council's 2025 table; an older SMTUC notice says €20.
