Rovinj's old town is a pedestrian zone behind card-controlled access, so your car stops at its edge. From June to September the barrier car parks beside it charge €3.50 an hour, around the clock.
How I'd park: in summer, a €25 day ticket on the open zones, or the Zone 4 lot at Monvi for €7 a day; in winter, Valdibora at €0.50 an hour.
Parking in Rovinj: Valdibora by the hour, Monvi by the day
1. Stop at the pedestrian zone's edge
Entry cards open the pedestrian zone, and they belong to permit holders. Rules for visitors with luggage aren't published, so ask your host where to unload and where the car sleeps. A host who can't answer is telling you something.
2. Check the month before the price
The operator is Komunalni servis, and the tourist board's price list has three seasons. Zones 2 and 3 cost €0.50 an hour from November to March, €2 in April, May and October, and €3 from June to September. Winter charging runs 06:00–20:00, Sundays and holidays off; from April it's 06:00–23:00 every day. Zone 1 is short stay: €0.50 for the first 30 minutes, then €1 per half hour, three hours maximum, so €5.50 in all.
3. Don't sit in Valdibora all day in August
Velika and Mala Valdibora and Boksiti are barrier car parks, and you pay at the cash desk on the way out. From June to September they're €3.50 an hour, 24 hours a day, and the table shows no daily cap. Eight hours is €28; a full day is €84. On the open zones a day ticket is €25 from April to October, €15 in winter. At €3 an hour it beats the meter from the ninth hour.
4. Park at Monvi for €7
Zone 4 is €1 an hour or €7 a day. The tourist board lists one Zone 4 lot, the seasonal Šetalište za Škarabu (Monvi). A summer day there costs less than two hours in Valdibora.
5. Pay with an app, not an SMS
The SMS numbers are 708525 for Zone 1, 708526 for Zone 2 and 708524 for Zone 3. Localrent says Croatian parking SMS only works from local SIMs; a German guide disagrees. The tourist board also lists Bmove and Aircash, kiosks and the Valdibora cash desk. I'd install Bmove before you arrive.
Two prices disagree. The tourist board's table puts Nova Hladnjača at €3 an hour in summer and has no Zone 0. Two guides checked in August and September 2026 give Zone 0 (Mirna) and Nova Hladnjača at €6. Komunalni servis sets the price and its own price list wouldn't load for me, so the machine at the lot wins.
Summer visit, whole day? Monvi is the one I'd pick.

Towed in Rovinj: GiG at Štanga 3, and a price list still in kuna
1. Ring the tow company first
The police, the city's traffic wardens or its municipal wardens order the tow, and GiG Vučna služba lifts the car. The city lists its phones as 052 815 541, 052 830 477, 098 166 4860 and 098 254 596, at Štanga 3. The traffic wardens are on 052 805 220.
2. Call before you walk anywhere
The city publishes no separate car pound address, no opening hours and no list of documents. I'd take your passport, licence and registration or hire contract.
3. Budget for a kuna price list
The city's tow page still quotes kuna: 400 kn for the tow including the first 24 hours, then 100 kn a day. One extra night makes 500 kn. If the truck has started but the car isn't loaded, you pay half. The euro amounts aren't published, so I won't convert them for you.
Fines are in kuna too, 300 to 700 kn. Trust the receipt, not the website.

EV charging in Rovinj: Old charger lists and the ELEN price
1. Don't trust the old charger lists
In 2018 the city named three chargers run by Komunalni servis: Istarska, Matteo Benussi and the Mala Valdibora car park. Hrvatski Telekom's 2022 list gives AC posts up to 22 kW at the bus station, Carducci 20 and Mala Valdibora. Neither has a current price, so check the screen before you plug in.
2. Know the ELEN off-motorway price
Since 1 April 2025 HEP's ELEN network charges €0.35 per kWh up to 22 kW and €0.45 up to 50 kW away from the motorway. After 180 minutes on a slow plug, or 60 on a fast one, it's €0.06 a minute extra.
3. Sleep where the charger is
Hotel Lone and Hotel Eden both list an EV charging station on their own pages, at an extra charge.
I'd charge overnight, at the hotel.

Free parking in Rovinj: Winter Sundays, a saint's day and three hotels by Zlatni rt
1. Use the open zones after hours
Zones 1–4 charge 06:00–23:00 from April to October and 06:00–20:00 in winter. Outside those hours the open zones are free. The barrier car parks charge around the clock.
2. Come on a winter Sunday
From November to March, Zones 1–3 are free on Sundays and public holidays. In summer a guide calls free kerb spaces near the centre unreliable.
3. Watch for 16 September
On St Euphemia's day in 2026 the mayor made every city car park free, and closed the pedestrian zone to all cars from 09:00 to midnight. Nothing has been announced for 2027.
4. Book a hotel with its own car park
Three hotels say on their own sites that parking is free: Hotel Lone (outdoor, plus a garage), Hotel Eden (a car park 350 m away) and Hotel Arupinum (open-air, garage on request). All three are on Luje Adamovića, by the Zlatni rt forest.
If you remember one thing: in Rovinj the month sets the price. Every figure here was checked against the tourist board, the city or the hotel's own page on 4 October 2026.

Evenings and winter Sundays on the open zones
Zones 1–4 charge 06:00–23:00 from April to October and 06:00–20:00 in winter; from November to March Zones 1–3 are free on Sundays and holidays. Barrier car parks charge 24 hours.
St Euphemia's day, 16 September
In 2026 the mayor made every city car park free on 16 September and closed the pedestrian zone to all cars 09:00–midnight. Not yet announced for 2027.

⚠ The small print on 'free' parking
- The old town is a pedestrian zone opened by entry cards. No rules for visitors or hotel guests with luggage are published, so ask your host before you arrive.
- Nova Hladnjača and Zone 0 (Mirna): the tourist board gives €3 an hour in summer and lists no Zone 0; rovinj.travel and absolute-croatia.com give €6 for both. Komunalni servis sets the price and its list didn't load, so read the machine.
- SMS parking (708525, 708526, 708524): Localrent says Croatian parking SMS only accepts local SIMs; kroatien-urlaub.com says foreign numbers work but cost more. Use the Bmove or Aircash app.
- The city's tow and fine pages are still in kuna (fines 300–700 kn). No euro amounts are published; expect the receipt to differ from the website.
- I found no low-emission zone in Rovinj. The restriction that matters is the pedestrian old town.
